Can't help you with voigt, but you can use the value of the
_isis_version variable to get the isis version, e.g.,

#if (_isis_version < 10302)

  % slang code for isis version's prior to 1.3.2

#endif

and:

  if (_isis_version < 10401)
    {
      .
      .
    }
