Since fverify indicates that the file does not adhere to the
FITS standard, I think the bug is in the software that created
the file.

I think the best solution would be to report the bug to the
HEASARC Browse maintainers.

No.  It's hard to imagine how such a thing could work.
I think the best solution is to fix the file.
